The Kentucky Jailers’ Association was organized in its present configuration in November 1980 by the first Executive Director Dr. David Bland. The first official meeting was held in Richmond, KY at Eastern Kentucky University. Previous to this reorganization there was the early remnants of the association as early as 1974; however the bylaws and the hiring of an Executive Director did not occur until the Association was formalized in 1980. The first KJA President after the reorganization was Homer Weaver, the Clay County Jailer. The first Treasurer was James Mooneyhan Simpson County Jailer. The first Golf Outing was 1992 at Ben Hawes State Park in Owensboro, KY. There were five teams with the winning team being Debbie Miller, Mike Stinson, Steve Smith and Ted Belcher.
